COVID shut classrooms and clinics, and the reservation's geography left many families with no reliable broadband and a patchwork of unmanaged devices. Students risked falling behind; elders were forced to choose between care and safety. The fix had to work everywhere — not just near fiber — and stay under tribal control.
We designed a sovereignty-first program on four tracks: Starlink coverage planned site by site with redundant power; standardized, MDM-managed Apple devices with role-based profiles for students, teachers, health workers, and elder support; encryption and privacy-preserving telehealth workflows; and a community help line plus documentation so internal IT could run it. We built capacity, not dependency.
Students attended class and met teachers from home. Elders received secure telehealth without the travel or exposure. The Nation kept ownership of every device, configuration, and policy — and now has a repeatable model for the next emergency.
